Fix licensing toolkit issue on APIM420

Description
emm-proprietary-plugins repo builds with licensing client without producing any build failures on APIM420 branch. But when feature installation phase on product-uem, android, iOS, windows and mac plugin feature installations are getting failed due to the following issue.
Software being installed: Entgra Proprietary - MacOS Device Management Feature 5.0.35.2-SNAPSHOT (io.entgra.proprietary.uem.platform.macos.feature.group 5.0.35.2-SNAPSHOT)
Missing requirement: io.entgra.proprietary.licensing.toolkit.client 1.2.0 (io.entgra.proprietary.licensing.toolkit.client 1.2.0) requires 'package oshi [5.3.0,6.0.0)' but it could not be found
