Remove agent download and change enroll description from windows enrollment view.

Description
There is no agent for windows enrollment.

Description
Restructure the windows enroll page [1]. (Need to change enroll page steps, due to there is no agent).
Remove the agent download button.
Remove the QR code for downloading agent.
Rearrange the steps for enroll.
