Currently, if we have to create a User, Role etc. we have to select the "Create +" [1] button and create them.
In this feature, add a create button in the specific page(Consider we are in Users page, add a "Create user" button for this page) [2].

Add this kind of button for all User, Role, Group, Policy, Geo Fence and Certificate.
