Environment details
500 server

Steps to reproduce
Create a new tenant by using a different name for the admin username. (Don't use 'admin' for the username)
Login to that tenant
Try to generate the QR code

Expectation/Description
It should be possible to generate the QR code

Results
If we use the admin username as another name instead of 'admin', the QR code is not generated on that tenant.
