  1. Description
    If you try to create a user by using a previously used username, it is not possible to create that user. Because the username is unique. Need to add a proper message when that happens.
  1. Suggested Labels:

Optional comma-separated list of suggested labels. Non-committers can’t assign labels to issues, so this will help issue creators who are not a committer to suggest a possible label
