create a app with the name "new public app #$%" [1]
create another app with the name "new public app ##" [2]

Description
There cannot be 2 apps with the same name.
Currently there is a front end name validation. but after sanitizing app names it is now possible to create 2 apps with same name [3]
Need a back end validation to prevent this.
