Windows device that was enrolled via PPKG enrollments or Autopilot enrollments

Steps
send location operation

Description

In OOBE enrollments using Azure AD Joined PPKG and Autopilot, the device location is disabled from the device by default and the user is not able to enable hence the device info payload does not have the device location.

Result
In UEM server location is not shown(Due to not getting the location).
