Description
Grafana permission scope (grafana:api:view) is not returned for the super tenant admin user on staging server. This issue is not reproduced on the local server.

This issue was happening on the staging environment because of a non existing role scope binding given in the swagger definition of the Grafana API which was fixed with this PR - https://repository.entgra.net/community/device-mgt-core/pulls/241.
After this fix was applied the 'grafana:api:view' scope's role binding needed to be manually updated from APIM since even after the fix the scope had the old role binding ( Internal/grafanamgt-user instead of Internal/devicemgt-user ). Once the scope role binding is updated correctly the scope is correctly returned to the super tenant admin on the staging server hence this ticket can be closed.
