Prerequisites
user with "-" in its username
EX: test-test
dash-user
(Created the user with the admin role)

Description

This is happening on sub tenants.
in super tenant it is working fine.

carbon log error [2]

Reason for the bug: this scope is missing from scope set - dm:metadata:remove
This scope is missing in mdm-ui-config.xml file.

For super and sub tenat users this scope is not returned.
but for super tenant users it is working fine(Need to check how).
