Prerequisites
Enrolled windows device

Steps
Enroll a windows device.
Do NOT assign it to a group.
Make changes to policy(publish or unpublish).
Apply changes to devices.
check the operation log for POLICY_REVOKE

Description

POLICY_REVOKE operation trigger without assigning to a group in windows devices and applying changes to devices.

When assigned to a group this issue was not reproduced.
But if again removed from groups this occurs again.
