Description

Introduce a new scope "group admin" to be able to see all groups.
currently user is only able to see the groups that are shared or created by that role.
only a user with admin role is able to see all groups.
to prevent using admin role in a user, we need to configure a way to see all groups.
Therefore add a scope(group admin), if a user has this scope he is able to see all groups.
