Even if the android configs are empty, able to generate Google Work profile and fully managed QR

Steps
empty android for work configs.
Go to enroll device page(android)
generate Google work profile or Fully managed QR

Description

If the "Android For Work" configs are empty user should not be able to generate the relevant QR.
When tried to, it should give a warning saying "Android For Work" configs are empty and unable to generate the QR.
Example warning is when tried to generate QR without filling configs [1].

Result
User is able to generate the QR even if the "Android For Work" configs are empty.
