Add force location on option to Windows location restriction policy

Description
We have provided the following options in location restriction:
- Force Location Off
- Location allowed (User has control)
There is another option we have not added which is 'Force Location On' [1] that will prevent the user from disabling the location services.
Since this is currently a checkbox form item, it needs to be changed to dropdown select form item and relevant backend changes should be done when sending the payload to the device.
