Description

Currently the windows app certificate validation is happening in the UI in two separate places.

1. Inside endpoint-mgt Platform Configurations Windows Agent Configuration 
  2. Inside publisher-ui NewAppUploadForm component when creating a windows enterprise APPX app

Since same logic is being used in both places an improvement can be added to add a new api for handling the certificate validation in the backend. Also more validation steps can be added when doing the certificate validation.
