When a Windows device is enrolled using Autopilot or using a bulk enrollment package it creates a non admin user on the device and if you try to install an MSI app it will prompt for admin credentials [1] to properly install it. This requires a mechanism to handle this in the background without an admin having to physically enter the credentials on the end user's device.
