Agent release build: http://builder.entgra.io/job/android-agent-build/

Currently this pipeline can build both Release and Snapshot. There was a issue with release OAUTH agent had attached a snapshot into the agent [1]
Since we have a pipeline for building a snapshot when a PR was merged, the above pipeline does not need to have to build the snapshot.
Refactor this pipeline to only build the release agent.
