Description
Initial pending operations added in bulk enrolled devices through OOBE throws null pointers when updating application list

"In OOBE enrollments the device syncing shows abnormal behaviour. There seems to be more than 10-20 SyncML requests per second coming from the device, this seems to be an issue with polling interval not getting added correctly and there are null pointers thrown when updating application list in the initial pending operations. This is due to the device sending empty responses in the response body without any SyncML tags. "
